Unfortunately it is up to the receiver what they do with the means you've given them. It is more unfortunate when the means are wasted through negligence, apathy and disrespect. But perhaps the most unfortunate scenario is when the means are continually given to those who have squandered it repeatedly, and the opportunity to pay it forward is lost.
My goal wouldn't necessarily be to swear off panhandlers, but to try to give charity so that you aren't involved in a solitary act but are a link in a long chain of acts of kindness.
